ON THE COVER:
Magnificent oil painting of the USS Constellation commanded by Thomas Truxtun engaging the French L’Insurgente on 9 February during the 1799 Quasi-War with France. Constellation was one of the first ships built for the newly-formed US Navy and was a 38-gun frigate. The French frigate fielded 36-guns. This was the first victory for the new United States Navy over an enemy warship. Today, USS Constellation is preserved for all to see in Baltimore’s Inner Harbor.
